AREA QUELLENSTRASSE

Area Quellenstrasse is located in an industrial / commercial area and comprises two municipal lots with in total approximately 30.700 m². Owner is the City of Stuttgart. The western site “Hasenweiden” (22.000 m²) is dominated by green spaces, just one fourth of the lot may be used for new developments due to building law. The eastern site “Epple-Area” was heavily contaminated due to former industrial uses (petroleum and car-oil recycling business). For about ten years extensive decontamination works took place, the redevelopment of ground water pollution is still going on and will further last for about five to ten years. Within decontamination activities, approximately 60.000 tons of polluted ground were removed. The site is characterized as “Brownfield ready for development”. The northern part of Epple-Area comprises about 2.000 m² for housing, is topographically located at about 10 meters higher than Epple-Site and borders on a existing Housing Area. The macrosituation of Area Quellenstrasse is characterized by industrial / commercial uses, cultural uses, administrative buildings and enterprises in automotive supply.

In Stuttgart and beyond, the history of Epple-Area is well known (“The biggest environmental damage, the City ever had to deal with.”) and signifies the main barrier for marketing and further redevelopment. The surrounding industrial / commercial area is at change, a long range strategy for the area as a whole does not exist. Although Tramway and Buslines are within direct reach, the connection to transport network for freight vehicles is disadvantageous. Attempts to establish housing on the higher situated parts of Epple-Area failed, because the future situation on Epple-Area is unclear, thus marketing activities were not successful. Between Apple-Area and Hasenweiden are located two private owners who refuse relocation. A large-scale common development of the municipal sites seems problematic.

Objectives and activities of the planned pilot project are:
• creation of a central idea, a vision for the Area Quellenstrasse within its urbanistic context, securing a sustainable development;
• developing a coherent marketing concept integrating all aspects of environmental, economic and planning requirements, considering surrounding conditions and possible target groups;
• vending municipal lots (Area Quellenstraße) to private investors / users.
